Chinese delegation scopes out Kingdom

A group of Chinese entrepreneurs are on a four-day visit to the Kingdom to explore investment opportunities to expand their presence in the country.

Organised by Tianxia Chaoshang Economics (TXCS), the group is by Li Songjian, the chairman of Mingyuan Group Limited.


On Monday the participants attended TXCS’ fifth annual conference in the capital where they heard from Sok Chenda Sophea, secretary-general of The Council for the Development of Cambodia (CDC) and Pung Kheav Se, the president of the Federation of Khmer-Chinese in Cambodia.

Speaking at the forum, Chenda Sophea said Cambodia is the most open and liberal country where investors can jump into any sector without capital control, and take money out of the country without restrictions.


He said the recent influx of mainland capital is not surprising as both China and Cambodia have a long history of diplomatic ties, as well as more flights between the two nations bringing in tourists.

“Five years ago, there were only about five flights per week connecting China and Cambodia, but now there are about 88 flights per week.

“When countries are more connected by air, water and land, this will not only help accelerate tourism but also push many other sectors,” he said.

Chenda Sophea told the Chinese delegation that there are at least 80 high-rise building projects in the capital, and most of them are funded by investors from China.

The group consists of 42 investors from 35 Chinese enterprises spanning the real estate, agriculture, technology, healthcare and biotech industries.

After arriving on Sunday the group is scheduled to meet with Prime Minister-designate Hun Sen on Tuesday.

The first suspect has been identified as YANG REN CHEN, a 32-year-old Chinese resident, employed as a driver at White Sand Hotel, Sihanoukville, and the second suspect is JIANG LIU YAN, a 26-year-old Chinese tourist who is staying at the hotel.

The police confiscated exhibits, including 43 suspicious white powder packs (1 packet and 42 small packages), 14 red-colored tubes, 1 phone and 1 LEXUS 330 branded car.

The two Chinese nationals are being detained by the police and will appear in Sihanoukville Provincial Court.

Sihanoukville: On August 27, 2018, at 3 am, a Chinese man named CUI YAN FEI, 33-years-old, was arrested leaving the car park of the Kung-Tung Hao Club, in Sangkat 3, Sihanoukville. Police discovered four bags of white crystals (suspected methamphetamine), as well as some scales and plastic bags for packaging drugs.

Clearing along Koh Kong beach raises eyebrows

Concerns have been raised over the clearing of mangrove forests along Bak Khlong beach in Koh Kong province’s Mondul Seima district as land prices in the area increase.

Bak Khlong commune chief Eav Kosorl told The Post on Monday that land titles existed for areas along the beach and mangrove forests, so people had a right to sell or clear the land if they own it.

“Land in the area was given to people by former commune chiefs. So if they have the titles, people in those areas can clear or sell it,” he said.

Kosorl said that at Bak Khlong only the forest at the Boeung Krachang tourist site is protected.

Taing Sony, a resident of Bak Khlong commune, said Koh Kong province is in the process of being developed. Investors have started to show interest in the land there, while the flow of Chinese companies and Chinese nationals seeking places to rent in which to reside or do business has increased.

Forest Cleared Illegally In Koh Kong
Koh Kong: Flooded forest land along the seashore and river mouth in Andoung Thuek commune has been sold to a private company.
The activities of logging and destroying the forest land has been going on for weeks, without intervention from any local authorities.
Residents living in the area told Rasmey Kampuchea on August 27, requesting not to be identified, that illegal logging of forest land has been taking place in the Prek Kantout and Prek Ksang areas.
According to the people, offenders cut down mangrove trees and small-scale ferns, and the land has already been cleared. Now it is being sold to a private company.
Mr. Phall Phal, director of Koh Kong Environmental Protection Department, acknowledged the location of these crimes reported by people. He immediately sent environmentalists to check for evidence of illegally cleared land and illegal logging to build a case to go to court.
According to the Law on Forestry of the Ministry of Agriculture, Forestry and Fisheries, July 20, 2002, Chapter 15, Articles 90-93 States that: persons or legal entities who commit deforestation will be liable to imprisonment, confiscation, fines by courts, interim fines, indemnification damages, revocation or suspension of the agreement or permit.
If the perpetrator refuses to pay a transactional fine or fixes the damage, the Forestry Administration may forward the case to the court. Forest offenses shall be subject to administrative penalty in addition to the penalties set forth in this law. First-level forestry crimes are punishable by imprisonment from five years to ten years and confiscated all evidence to state property.
Local authorities are investigating the claims.

Ich versuche diese Woche einmal jeden Tag die Berichte aus den Expatsforen hier einzustellen. So als kleiner Querschnitt. Mittwoch war ruhig.

Der Supermarktbrand ist interessant, weil de Fotos sehr schoen zeigen, wie sich die Zielgruppe, sprich Kaeufer, gewandelt hat.

Der Bericht ueber die beiden Diebe zeigt, wieviel Bargeld in SHV unterwegs ist. SHV hat nun eine komplette kriminelle chinesische Infrastruktur von Dieben bis hin zu Mafiamoerdern.

Das einzige bloede ist, dass sich keiner von den Voegeln nach Chemnitz verirrt. Man koennte sich dann die Berichte samstags vor der Sportschau mit ein paar Chips und einem kalten Bier ansehen und bei jedem Treffer jubeln.



Over-heated A/C Causes Sihanoukville Supermarket Fire

Sihanoukville, Cambodia news: The fire brigade was called to extinguish a fire which was declared at 1pm on 29 August 2018, at the Chinese-owned 24h supermarket Wivo Mart, near the Golden Lions Roundabout.

It took the fire-fighters around thirty minutes to get the fire under control, but no one was hurt and the fire was prevented from spreading to surrounding buildings.

According to the preliminary police report, the fire was probably caused by the over-heating of the building's air-conditioning system.


2 Chinese Nabbed Stealing Bags from Cars in Sihanoukville

Preah Sihanouk province, Cambodia news: On August 28, 2018, at 20:45, at Village 2, Sangkat 4, Sihanoukville, two Chinese nationals were detained by police after they were caught stealing a Mont Blanc bag from a parked car. The two suspects were identified as XU MENG JIE, male, 26 years old, no occupation, and CHEN WEI JIAN, male, 28 years old, occupation: mobile money changer.

Fortunately, the owner of the car, Ron Ratha, saw the two thieves breaking into his vehicle, so he ran over to stop them, but both suspects managed to escape. Mr Ratha then filed a report with the police, who found the two suspects after some investigation.

After their arrests, police learned that this was the suspects' third car robbery, and that they had netted US$1000 and $30,900 in their previous thefts. Both men are due to appear before Sihanoukville Provincial Court.

Union Development Group (UDG), the Chinese developer behind Koh Kong province’s $3.8 billion tourism project called Dara Sakor, has unveiled plans for yet another project called “Tourism Vacation Town”.

The announcement comes despite the company releasing little information about its previously touted venture.

News of the plan was disseminated via the Ministry of Commerce’s (MoC) Facebook page on Monday, after UDG’s board director Li Tao met Cambodian Commerce Minister Pan Sorasak.

The MoC’s press release said Tao had told Sorasak that his firm plans to invest another $1.2 billion to develop 1,200ha of land in Koh Kong.

The company plans to build a new town called “Tourism Vacation Town”, consisting of a five-star hotel, modern condominiums, commercial office buildings and a resort.

While construction is expected to begin early next year, MoC spokesman Seang Thay said on Tuesday that he had not received details about the project.

Thay said the company plans to put its business model on display during the China-Asean Expo in Nanning later this month. He said the meeting with Sorasak was to inform the government of the action plan.

“The company did not come to meet the minister in order to have the project approved, but to reveal the plan and seek support before taking it to display at the exhibition,” he said, adding that he, too, is in the dark about the specifics of the plan.

“It is a big project, and that is why it might need a long time to complete.”

The MoC did not say which area of Koh Kong the new project will be built in.

UDG, a subsidiary of state-owned Chinese real estate developer Wanlong Group, holds a 45,000-hectare land concession in Koh Kong’s Botum Sakor and Kiri Sakor districts.

In 2008, it received a 99-year lease approval to build Dara Sakor Seashore Resort – a project that consist of a casino and golf course within Botum Sakor National Park.

Little information about the project and its progress is available to the public. It is still unclear how much money has been spent.

Neither a representative of the company nor Koh Kong’s provincial governor could be reached for comment as of press time.

The announcement comes amid a surge of China-backed development projects along the country’s southern coast. Most are aimed at the growing number of tourists from China that have been spending time in the Kingdom.

Sihanoukville, in particular, has seen property prices skyrocket due to the growing interest by Chinese investors. Real estate sources report that land parcels in some areas have nearly doubled in price over the last few years.

Hier ein Abgesang auf SHV. Ich war ueberrascht, dass sich der Laden so lange halten konnte. Der Vermieter hatte eine wesentlich hoehere Miete verlangt, die der Laden nie erwirtschaften konnte. Von daher hatte ich ein Schliessung im April erwartet und dies war auch so in der Szene besprochen worden. Anscheinend hatten sie gute Anwaelte und Beziehungen, so dass der Vermieter den Vertrag nicht einfach zerreissen konnte.
Mein Reisebuero in PP hat heute zu und die Leute sind auf Betriebsausflug nach SHV. Auf mein ueberraschtes Gesicht sagte der Chef lachend, auf die Inseln, nicht in die Stadt. Die Stadt ist fuer Khmers mittlerweile weitgehend eine no go zone.

Sihanoukville, Cambodia News: Everything must go ! Another longterm western-run institution has closed down in Sihanoukville.
The well known Mick and Craig's guest house and restaurant, situated between the Golden Lions and Serendipity Road, closed down two days ago, and they are selling off their last bits and pieces on Facebook. The last western bookshop in town, Casablanca, will be bulldozed along with the rest.
The owners say they were forced to move from the premises on the expiry of the lease this month, but they don't have the heart to start again here, and they will be returning to the UK. Good luck to them. I hope their staff have all found jobs to go to.

As the leases expire on the last western and Khmer businesses in the Serendipity-Occheuteal beach areas, we can expect to see the remaining familiar places that are still standing bulldozed to make way for more high rise hotels and restaurants catering for the new Chinese clientele.

The removal of all businesses catering for westerners at the Serendipity beach and pier area in Sihanoukville may have an effect on the numbers of western tourists heading for the nearby islands, Koh Rong and Koh Rong Sanloem. For the moment, the islands have been absorbing many of the holidaymakers and backpackers that used to come to enjoy Sihanoukville's beaches and the laidback nightlife.

However, it would be a mistake to think that Chinese investors do not have plans to welcome Chinese tourists on the islands also. This does not mean the western tourists will not be welcome, but the easy-going island atmosphere will change with the future development. Like Sihanoukville town, before we know it, the islands are likely to change beyond all recognition.

... echt übel! Ich hatte gehofft, die Inseln blieben noch ein wenig verschont und ich würde da eines Tages noch mal Urlaub machen. Sieht aber im Moment ja so aus, als würde auch dort demnächst die Invasion aus dem Reich der Mitte Einzug halten :-(

Diese Destination habe ich wohl auch verpasst. Wenn man das so liest, vergeht einem die Lust dorthin zu gehen. Hab' vor Jahren mal einen Blog von einem Schweizer verfolgt, der dort lebet. Nach einigen Jahren ist dieser dann aber zurück in die Heimat. Ich denke, damals wäre die richtige Zeit gewesen sich das mal anzugucken.

Diese Destination habe ich wohl auch verpasst.

War einmal dort, 2012, zwei Tage. War nicht so meins.

Aber, schon interessant, damals, sind ja gerade sechs Jahre her, sprach man immer vom zweiten bzw. aufkommenden zweiten Pattaya. Konnte ich irgendwie gar nicht nachvollziehen, aber Pattaya ist ja auch nicht meine Lieblingsdestination. War nicht schlecht in SHV, nettes Guesthouse, nette Leutchen, nett auch die Restaurants am Strand, auch nette Mägde. War aber nicht so, dass ich da nochmal unbedingt hinwollte.

Wie es sich nun entwickelt hat, hat das Städtchen aber auch nicht verdient. Aber wenn sich die Politik mal für eine Richtung entscheidet bzgl. Tourismus, dann läuft es halt in die Richtung und ist nicht mehr aufzuhalten. Da können die dann in ein, zwei Jahren rumheulen wie sie wollen und den Touristen die Schuld gaben (hier also den Chinesen). Verkackt haben die es aber selber.

Ich habe Mitleid nur mit den Bewohnern und Beschäftigten dort, ein bisschen auch mit den Gewerbetreibenden, weil ich nicht einschätzen kann, inwieweit die da im Vorfeld involviert waren.

Kann mich noch gut an zwei Beschäftigte meines Guesthouses erinnern. Die waren immer mit ihrem (einzigen) Englischwörterbuch beschäftigt, war gerade auch nicht viel los. Wenn ich da im Restaurant saß, kamen die immer auf einen Smalltalk, hatten ein, zwei...zehn Fragen zu englischen Wörtern, wie man die ausspricht, ob sie das nun richtig verstanden hätten, was das bedeuten würde usw. Sie wollten gerne mal in PP in einem Hotel arbeiten.

Fand ich ganz toll. Hoffentlich haben die es geschafft.

War eben essen mit einem Freund. Er besitzt einen der letzten Faranglaeden in SHV. Bereitet gerade den geordneten (= gewinnbringenden) Rueckzug vor. Zimmer, die frueher = Januar, 150 USD pro Monat kosteten, liegen nun bei 600-750 USD. Er vermietet selbst in einem Gaestehause an Chinesen den fan room fuer 750. Die Zulieferer, wie Khmer Foods, die frueher vor allem Fleisch anlieferten, sind alle weg. Chinesen kaufen bei Chinesen. Der russische Einzelhaendler ist anscheinend auch erledigt.
Ana Travel haelt wohl nur durch. Die sind ein wenig weiter in Richtung Kreisverkehr gezogen. Nun in wesentlich kleineren Raeumlichkeiten.


In seinem Restaurant hat er einen Umsatzrueckgang von etwa 30-40%. Nun sind vielleicht 5% Farang (Transfer zu den Inseln), ein paar Kambodschaner, und dann die Chinesen.

Beziehungen zu den Behoerden sind weitgehend eingeschlafen. Die Kosten haben sich vervielfacht, da die Chinesen mehr zahlen. Also man bekommt nichts mehr erledigt. Dafuer sind Besuche der Polizei etc. eher eine Ausnahme. Dieselben bedienen bei den Chinesen - fettere Weiden.

Insgesamt wird nun generell steil nach oben gebaut. Wird also richtig nett aussehen. Muellabfuhr nur gegen teamoney (zusaetzlich zu den offiziellen Gebuehren).

PP: Die Chinesen raufen sich nun um freiwerdende Lokalitaeten an der Riverside. 9000 USD pro Monat fuer etwas groessere Laeden (Erdgeschoss). Im Bereich Pontoon und Nebenstrassen wird auch aufgekauft.


Wegen den Inseln frage ich am Montag mal nach. Die Reisebuerotruppe ist ja z.Z. dort. Mal sehen, was der kambodschanische Ottonormalverbraucher denn so denkt.

Habe kaum Veränderungen an der Riverside und Pasteur gesehen - wenn man bedenkt, dass es sich um eine Stadt handelt, die sich generell schnell wandelt.
Das Nachtleben in der Pasteur ist tot und hat sich in die Bars in der 130/136 verlagert.
An der Norodom/172 wird ein Großprojekt gebaut und auf Koh Pich ist schon viel fertig inkl. kleinem Triumphbogen.
Basaaklane entwickelt sich sehr gut - ist jetzt mein Lieblingsort abends.
172 ist sehr gut besucht mit Touristen.
And der neuen Flußpromenade haben sie jetzt einen kleinen Laufkurs aufgezeichnet, der von allen ignoriert wird.
Aeon2 hat jetzt einen Decathlon und ist per Bus erreichbar von der AeonMall.
Bier ist immer noch günstig....

Das Ufer vom Nachtmarkt bis zur Bruecke ist nun eine chinesische Konzession. Im 'etablierten' Teil der Riverside wird die Umwandlung langsam voranschreiten. 2 groessere Laeden sind letzte Woche an Chinesen gegangen. Einer war das gescheiterte Hooters-Projekt.
In PP wird die schnelle Uebernahme ganzer Haeuserzeilen nicht so einfach sein. Die Haeuser haben recht viele Eigentumswohnungen mit verschiedenen Besitzern. Ich nehme sichtbare Veraenderungen im Bereich O'Russei und insbesondere suedlich von O'Russei bis zum Sihanouk Blvd. wahr. Dort beschleunigt sich der Abriss von Einfamilienhaeuser und es entstehen auf den kleinen Grundstuecken Hochhaeuser. Zum Teil haben neue chinesische Laeden noch nicht einmal mehr kambodschanische Beschriftungen.

Chinese Extortion Gang Arrested in Sihanoukville

Sihanoukville: At 13:30 on December 4, 2018, Sihanoukville police, led by Lieutenant Colonel Chheng Vuthy, director of the department, cracked down on an extortion gang at Sangkat 4, Sihanoukville. Seven Chinese nationals were taken into custody and police seized a K59 firearm, steel handcuffs, rubber sticks, a number of passports, telephones, and other pieces of evidence.
Two victims were rescued from the gang's clutches, and the suspects are being questioned by the criminal police officers of the provincial military police force.

Ich war eine Ewigkeit nicht mehr in Otres, suedlich vom Serendipity Beach. Daher war es schoen, dass endlich jemand einmal ein aktuelles Foto online stellte. hatte mich schon gewundert, was aus dem abgeraeumten Stueck Land geworden ist.
