Ich stelle dies nun an den Anfang, weil am ehestens relevant. ACHTUNG: Bei den Krankenhauspreisen ist nun weiterer Spielraum nach oben eingebaut. Wegen der Pflichtkrankenversicherung wird dies vermutlich weniger spannend sein. Allerdings wird eine Vorauszahlung des Patienten erfolgen. Daneben dann noch die 3000 USD SIcherheitsdeposits weiter unten benannt. Mal sehen, was sonst so auftaucht.

Ich hatte mir einmal ausgerechnet was denn der Spass einer Einreise nach Kambo kostet. Nun die Kambodschaner sind auch nicht bloede und haben das natuerlich selbst auch gemacht. Man nimmt nun den schlimmsten Fall an und erwartet 3000 USD auf den Tisch des Hauses bei Einreise. D.h. Krankenhauskosten werden als Grundlage der Berechnung angenommen und man sichert sich ab. Der juristisch versierte Kambodschaner verzichtet hingegen auf ein Vorauszahlung der Krematoriumskosten. Vermutlich will man einen Vorsatz ausschliessen.

Ich ergaenze noch eine sehr schlechte Uebersetzung eines Erlasses. Ich bringe die englische Version, weil eine weitere Uebersetzung in's Deutsche noch mehr SPrachsalat produzieren wuerde. Das Teil wurde auf einem Kamboforum eingestellt, dort findet man auch das Original. QUelle per PM.

Die meisten Infos sind durch den Khmertimes Beitrag abgedeckt. Einige Details sind vielleicht ueberarbeitet worden, aber dies wird nicht wirklich relevant sein. Der Grund warum ich das Teil hier einstelle ist ein Satz im letzten Teil, den ich farbig markiert habe. Aus diesem Satz ergibt sich ein offensichtliches Profitinteresse. Ich frage mich, wieso ein kambodschanisches Essen 10 USD kosten soll? Klar, das geht schon, aber 3x pro Tag. Es kann nun durchaus sein, dass man fuer einen Teller Reis mit etwas oben drauf (Kostenpunkt 1.5-2 USD) nun 10 USD abdruecken darf. Es gibt auch keinerlei Infos ueber die vorgesehenen Krankenhaeuser. Sollte es ein normales kambodschanisches sein, dann ist dies u.U. nicht viel mehr als ein kurzer Umweg zum Krematorium. Ich bezweifle stark, dass eine der wenigen internationalen Kliniken mit dabei sind. Deren Preise liegen um ein vielfaches pro Tag hoeher.

Trip report: Flying from the USA to Phnom Penh.
I booked flights on June 9th from Boston to Phnom Penh on Delta Airlines, who codeshares with Korean Air. In Boston my documents were checked and I was allowed to board for my flight to JFK where I was to transfer to Korean Air.
As soon as I went to the ticket agent at the Korean Air desk and attempted to get a boarding pass a Korean Air supervisor was called over. From his demeanor walking over, I knew that there would be problems. First, he checked my still valid retirement visa and there was nothing that he could say about that. He then spent time looking at my insurance paperwork which was all in order. I had several documents which did more than satisfy what was required by the Cambodian government.
He then started reviewing my Covid test results. First, the report from the clinic stated that Covid 19 was "not detected" and he told me that the report had to say that the test was "negative". We debated that point for a while and then moved on to the format of the report. He insisted that there needed to be a stamp on my Covid test results from a hospital. I wasn't sure what he meant because stamps are not used here in the US for certifying medical documents. He then pointed out other flaws, in his opinion, on the way the the report was formatted. I told him this was a typical laboratory report from a US hospital and that the results were also online on a secure portal to my hospital website. His reply was that he was not going to let me board the flight.
The supervisor mentioned several times during our conversation that Korean Air had many problems with passengers going to Phnom Penh being denied entry and forced to return to their departure city as Korean Air's expense. His solution apparently was just to not allow anyone to fly to Phnom Penh. While I was waiting for my luggage another passenger going to Phnom Penh was denied boarding by Korean Air. I went back to the Delta terminal and was flown back to Boston.
I can't say this conclusively but my gut feeling is that Korean Air, at least at JFK, will not let American citizens board a flight with Phnom Penh as a destination.
So now my Covid test results have timed out. My plan now is to buy a ticket on Asiana, start the document process over again and try again next week. I have friend who is a notary pubic who can put some official looking stamps on my paperwork that should satisfy the small-minded bureaucrats. In addition to the lab report, I will ask the doctor for a letter with his signature stating that I my test was "negative.

Die Berichte zeigen, dass es wesentliche Unterschiede in der Bewertung der Covid 19 Test Dokumente gibt. Eventuell sollte man sich diese notariell beglaubigen lassen und dann noch in englischer Sprache, am besten in einer Bundesbehoerde. Wahnsinn

Ich habe dann noch dies gefunden. Der Beitrag bring die verschiedenen Varianten einer Einreise und der damit verbundenen Kosten (abgesehen von Visa und Reisekosten). Die Hoffnung, dass eventuell anfallende Krankenhauskosten von der Reisekrankenversicherung uebernommen wuerden, erteilt der Verfasser eine Absage, da letztere Leistungen wg der Reisewarnung ablehnen werden. Ich bekomme langsam ein schlechtes Gewissen, weil ich all diese netten Neuigkeiten hier einstelle. Nach der Khmer Times dachte ich, dass die Phnom Phenh Post vielleicht die gleichen Infos mit ein paar schoeneren Fotos bringt. Dem nicht so.

Der Beitrag bringt Informationen zur lokalen Krankenversicherung, die man anscheinend vor Ort abschliessen kann, um die Behandlung in oeffentlichen Krankenhaeusern zu finanzieren. Macht fuer mich zwar keinen Sinn, steht aber dort.
Auch soll es kuenftig Bankschalter bei der Immi geben, ACLEDA und Canadia Bank (unsere chinesischen Brueder sollen auch eine Scheibe von Ihrem Virus abbekommen). Eventuell ist beabsichtigt, dass man ein eigenes Konto mit den 3000 USD eroeffnet. Den Restbetrag kann man selbst abheben. Damit waere die Frage, ob die Beamten das Geld erstatten, erledigt.
Ferner hin hat man anscheinend eine Wahl der Krankenhaeuser.

Dieser Beitrag legt nahe, dass das System noch in der Einfuehrung steckt. Die Hinweise sind ingesamt eher positiv und schwaechen den ueberaus negativen EIndruck der Meldungen der Khmer Times und aus den Dokumenten ab. Also erst einmal abwarten und sehen was da noch kommt.

Having some more thoughts about this "scheme", with my background
knowledge about Credit Card charging/processing.

The whole is being presented as something coming up only in the past few weeks,
due to "abuse" of the Cambodian hospitality, etc.

In practice, a scheme like this, including the bank cooperation, charging
credit cards, etc, is not something to design "overnight". People have
been working on this for 2-3 months now. There are simply to many parties
involved, to get this done from idea to implementation in just 2-3 weeks.

Regarding the option to "pay" the "deposit" with a Credit Card. It has been
revealed, this is in cooperation with "the banks". Yep, that implies, the
Credit Card is not being charged as if from a regular merchant, but as from a bank.

Being this a transaction from a bank, implies, there is no option to request
for a chargeback from the Credit Card company. This is because the bank does have
a bank license, etc. For complaints, you need to be at the bank and the bank
will wave through to the Cambodian government, who will be unwilling to
listen, etc, let alone "who to contact ?".

Note: The same charging mechanism applies for Paypal. Paypal does have a bank
license and as such all Credit Card transactions through Paypal are "final",
no chargeback is possible. If you want to have your money back, you have to
file a complaint at Paypal (and be happy with what is -not- going to happen).

Since, the Credit Card transaction is going to be a "money withdraw", just
like with an ATM, you will pay along the ATM cash fees (often 5% of the amount).
They will probably not tell you this, though simply subtract these costs from the $3000 deposit.

Also, the $3000 will probably be far over the allowed cash withdraw limit for most
people. I am not sure how they do resolve that, though I do expect they will either
cash in 3-6 tranches, in 1-2 weeks. Or, they did create some sort of arrangement
with the bank and the Credit Card holder does have to sign a dedicated contract,
similar, when people get in trouble and need to get a lot of money, etc. Since
this is a cash retrieval at a bank (IE bank license), the bank does have that authority.

Looking further into the government mechanism, it becomes clear, the government
is the instance, doing everything:
- Having a excellent reputation regarding corruption avoidance.
- Cash the money with the help of the banks.
- Keep the money as a deposit at an undefined government "desk".
- Charge the Credit Card holder according a "very clear" pricing scheme.
- Decide themselves about what items are being charged.
- Decide where money is being spent, at seemingly very inflated prices.
- Have no "refund" mechanism specified.
- Have no "refund" timeline specified.
- Have no "complaint" desk.
- Have nobody responsible and accountable towards the Credit Card holder.
- Use the USD 3000 cash deposit to enforce the 14 days quarantine, so the Credit
cardholder does not disappear in the middle of the night.

Or so to say, this is everything and far from transparent, not to say, this
is the way to set up a large scale scam, where the "clients" have no way to
get out of, once they stepped into this. People with less knowledge how this
whole works, will easily get tricked into this, simply because of the
mandatory need of this government imposed plan.

Or so to say, they did create a large scale scheme, where a lot of parties
get their split (hefty inflated pricing & unclear cost charge/refund mechanism)
and the Credit Card holder can not do anything against it, because the charge
is done by a bank.

When things go haywire for the Credit Card holder, IE getting sick, especially
for Westerners, an insurance company jumps in to do repatriation of the Credit
cardholder. Of course, the Credit Card holder being very sick, there will be very
little opportunity to reclaim the "unused" part of the USD 3000 deposit. Guess
where that goes to, in the end.

Calculation:
Suppose 4 arriving airplanes with each 150 passengers, that would add up
to USD 1.8M per day and USD 54M per month. Easypeasy earning for a government
where everybody tries to get a little share of financial transactions, to put
it mildly. Suppose, the organization manages to get away with keeping 10% of
that amount (by coming up with all kinds of dubious reasons to charge the Credit
cardholder cost items), that'll be USD 5.4M per month, pure profit, because
the (inflated) costs/charges are already paid before that profit. Split that over
roughly 20 government officials, involved at the higher levels. Would be USD 270K a month.

Not bad for a country where the average income is USD 300 a month.

The above largely makes clear, why the government individuals eagerly jump on this.......

Denke mal vereinfacht gesprochen normalerweise kriegen sie 300$ in Jahr pro Tourist/Expat und jetzt, da sie diese Einkünfte nicht mehr haben müssen die wenigen naiven Leute, die verzweifelt genug sind jetzt nach Kambodscha zu fliegen richtig gemolken werden. Dann kann man vielleicht einen Teil der Verluste wieder auffangen und sich den nächsten goldenen Rolls bestellen.

Ich habe ein sehr ungutes Gefuehl bei der Immi oder wie auch immer die sich in diesem Falle nennen in Vorkasse zu treten. Ich hatte schon vorher darauf hingewiesen, dass die beteiligten Institutionen alle Gewinne behalten duerfen. Damit waeren Rueckzahlungen nichts anderes als entgangener Gewinn. Ich kenne mich mit CC Modalitaeten ueberhaupt nicht aus. Was ich aus dem DIskissionbeitrag entnehme ist, dass dort ziemlich viele Fussfallen aufgestellt sind. Das kann ein Versehen sein, das kann mit der Anfangssituation zusammenhaengen, es kann aber auch als Spielraum genutzt werden um erheblichen Reibach zu machen.
Die Hotels scheinen nach bisherigen Infos auf einer FB Gruppe recht gut und sogar relativ guenstig zu sein. Auf der Seite gibt's anscheinend nichts zu mecken. Auch erspart man den Leuten nun anscheinend die erste Nacht auf dem Feldbett in der Halle. Man darf nun offensichtlich in ein festgelegtes Hotel, dass ganz gut ist. Essenspreise so um die 5-6 USD fuer die Hotelkueche. Keine 10 USD mehr. Dies ist anscheinend auch etwas realistischer. Eine boese Zunge koennte nun meinen, dann bleibt mehr von den 3000 fuer die Immi uebrig....

Ein anderer meinte, dass von 10 Fluegen, 2 positiv gewesen waeren, Chancen sind 5:1, dass es richtig teuer wird.

Insgesamt wird sich die Situation vermutlich in den naechsten 2 Wochen etwas aufklaeren. Z.B. dann wenn wir den ersten Unglueckspilz haben, der die 2 Wochen durchgemacht hat und die Rechnung verdauen darf. Bis dahin sind wir auf bruchstueckhafte Infos angewiesen.

Bis dahin ist auf jeden Fall erhoehte Vorsicht geboten.

Die US Botschaft hat eine Email herumgeschickt, in denen die Kosten ein wenig genauer zugeordnet werden. Sollte jemand krank sein, dann sie die 3000 nur ein erster Start. Allerdings wuerde dann wohl die Reisekrankenversicherung einspringen.
Fuer alle anderen wuerde der Spass, weil auf dem gleichen FLug, knapp 1500 USD kosten.

Bitte keine Klagen wg Englisch. Der Qualitaetstourist kann Englisch und fuer alle anderen ist dies ein gute Uebung, denn die Damen sprechen auch kein Deutsch.

On June 8, authorities released a fee schedule for these testing and treatment services. Travelers should be prepared to see this deposit applied to a minimum of $165 for mandatory COVID-19 testing, approximately $1,281 more to support quarantine in the event one or more passengers on their flight test positive, and a minimum of approximately $3,255 more for treatment and quarantine if the traveler tests positive. The Embassy recommends all travelers be prepared upon entry into Cambodia to pay for the full costs identified in the fee schedule.

Okay Palace Hotel ist eins der bestaetigten Quarantaene Hotels. Sieht nicht schlecht aus fuer den Preis. Ist aber dann letztendlich auch egal.... Warum? Naja die Chinesen haben den Stall mittlerweile aufgefuellt und auch das Partnerhotel.
Daher sollte man sich von den Reiseberichten nicht in die Irre fuehren lassen. Die paar Voegel, die ueber Korea einreisen, sind im Verhaeltnis zu den chinesischen FLuegen weit in der Minderheit. Das kann dann dazu fuehren, dass u.U. seine 2 Wochen mit den netten Leuten absitzen darf. Andere Gaeste wurden bei der Ankunft der netten Leuten sofort umquartiert. Vielleicht gibt's auch ein Quarantaenehotel speziell fuer Bleichgesichter.

Für den normalen Touristen gibt es keine Visa und damit keine Einreise.

Du konstruierst dir hier Szenarien die für die Allgemeinheit nicht von Bedeutung sind.

Du bist einfach sehr schlecht informiert. Ich entwerfe keine Szenarien. Ein Blick auf die Bilder und Berichte vom FLughafen in PP zeigt dies. Wer liest ist klar im Vorteil....

Zum ersten: Die Quarantaene betrifft alle. Allein von daher bist Du hier voellig off topic, weil visa ist hier nicht das Thema.
zum zweiten: Aber egal. Dir ist verborgen geblieben, dass sehr viele Touris/Expat, einfach Barangs, eine EOS ER haben. Die bekommt man ab 55 Jahre sehr einfach und die beinhaltet bei Laufzeiten von 6 und 12 Monaten die mehrfache Einreise. Diese Leute koennen auch z.Z. ohne Probleme mit der Immi einreisen. Andere haben das E Visum mit EOS fuer Arbeit. Diese sind bei Westlern eher begrenzt, jedenfalls seit 2017. Es gibt sehr viele Leute in Pattaya/Thailand, die eine 12 monatige EOS haben und diese jedes Jahr verlaengern. Uebrigens: Aus sehr guten Gruenden und obwohl sie vielleicht nur 1x pro Jahr dort hinfahren/fliegen.

Ein einfacher Nachweis fuer die grosse Zahl EOSs ist die Tatsache, dass man die Fluege von Korean und Asiana allein Diplomaten und anderen Spezialisten nicht voll bekommt.

Inwieweit T Visa, die im Maerz ausgestellt wurden und daher eigentlich bis in den Juni zur EInreise berechtigen, ihre Gueltigkeit behalten haben, kann ich leider nicht einschaetzen. Da wird sich eine Nachfrage bei den Behoerden empfehlen. Das Problem erledigt sich aber in den kommenden Woche automatisch.

Das Problem fuer sehr viele EOS-Halter ist oft allein das Problem an einen Abflugsort zu kommen.
